R & D National Plan

The National R & D Plan 2004-2007, the Ministry of Education and Science, is the strategic focus of the Spanish policy of R & D for its applicability.This Plan aims to contribute to the generation of knowledge, so that it must serve society and achieve improved well-being.

The Plan is fundamenal to maintain the pace of economic growth and social achievements over the past years, since the improvement and advancement of an economy should be based on research, development and innovation as key elements of a competitive society.

The development of the Plan included broad participation of the entire system of Science-Technology-Business-Society trying to engage and involve all elements of which society is one of the key areas for future economic and social development of Spain .

The Plan identifies a series of targets to structure the different performances. The search to increas level of Spanish science and technology, develop human resources devoted to R & D, both in the public sector and private, to strengthen the rights and guarantees of researchers, strengthening the international dimension of Spanish science and technology, especially in the European Research Area; further action in large installations, enhancing the role of basic research, and improving communication to society of developments as they occur are the most highlights of this Strategic Plan.

In addition to the National R & D Plan from the Ministry of Industry, Tourism and Trade
there are Aid programs for technological centers, and enterprises to help increase its innovative potential as part of improving productivity and competitiveness business.

Also the Ministry of Agriculture, Fisheries and Food, from the General Secretariat of Maritime Fishing has designed the Strategic Plan for Technological Innovation in the Fisheries Sector. This plan, of national scope, aims to promote overall competitiveness of the fisheries sector.

Among the policy areas of the Plan, include the following instruments:

• Tools for information and advice

• Training Tools

• Instruments for cooperation and internationalization

• Financing instruments

Meanwhile, the Ministry of Environment has its own aid programs and grants.
